„Kosovo is the heart of Serbia“ is a slogan that does not mean anything unless the state is taking care of Serbs who are living and working in Kosovo. The story of Zoran Kovacevic from Gnjilane can be described as a story of an individual against the system or the system against an individual. Kovacevic was one of the employees who worked in the UNMIK Tax Administration and who obeyed the call of the Government of Serbia in 2008, and since then, he has been fighting for his rights.
The details of the story of Zoran Kovacevic and his colleagues became public for the first time on the KoSSev portal. Kovacevic, on his own behalf, but also on behalf of his colleagues, wrote an article for KoSSev titled „Former UNMIK tax administration employees without work since 2014 – fighting to hear any response from Marko Djuric’s mouth.” After realizing that he was the only one not to have been offered an employment contract, Kovacevic also wrote an open letter to Djuric, stating: “The responsibility for the safety and the livelihood of my family rests on you. Who is crossing off the living people?”
Following the unilateral declaration of independence of Kosovo in 2008, the Serbian government led by the DS and the DSS called on Serbs working in the Provisional Institutions in Kosovo to leave their jobs, while promising to find them suitable jobs. The tax administration employees, including Zoran Kovacevic, have been receiving contracts on temporary jobs since 2008, which, as a rule, were delayed. However, they lost their contracts, jobs and salaries without any explanation in 2014. They unsuccessfully contacted all relevant institutions.
