
„With the mere fact that the President of the United States of America will supposedly call the presidents of Serbia and Kosovo to attend the ceremony in Washington, it is proven that the previous dialogue was, in fact, a simulation and the real dialogue took place behind the scenes,“ Kosovo analyst Behlul Beqaj assessed. Beqaj also said that the European community is one of the special reasons why the dialogue has not been successful so far and that Kosovo President Hashim Thaci is working „solo“ while the ruling authorities, but also the opposition in Kosovo, are opposing him, which, Beqaj estimated, poses the possibility that „his demarcation concept cannot be successful“.
The head of the People’s Party, Vuk Jeremic also claimed that the negotiations are being held behind the scenes. Jeremic repeated his claims on several occasions and assessed in a recent interview for Espreso that they have never been more intense.
„Behind the scenes negotiations of a ‘delimitation’ have never been more intense, that process is coming to an end. If we do not do something that will prevent this regime from doing that, they will sign a legally binding agreement on the normalization of relations between Serbia and Kosovo in 2019,“ he said in an interview for Espreso.
„This agreement should be signed by someone from Serbia, whether it will be Aleksandar Vucic, I personally – I do not believe it,“ Jeremic estimated, adding that Vucic „is nurturing Ana Brnabic for that“ for „Ana Brnabic to put that signature, and then she will be released in the water“.
Jeremic also talked about other secret negotiations – those which had the formation of the „Army of Kosovo“ as their subject.
„As the head of our state is a man who, on November 4th in Rome, in the EU Mission to the Vatican, agreed with Hashim Thaci to form this ‘army of Kosovo,’“ Jeremic said in the middle of December.
He also tweeted yesterday asking Serbian President Aleksandar Vucic „How was the lunch with Soros in Belgrade today?“ and „What messages did you ask him to convey to Thaci and when are you planning the next secret meeting on the ‘delimitation’?“
„If we had an official dialogue, which was unsuccessful, and this secret one, which was successful, then we cannot talk about the possibility of a normal compromise,“ Beqaj said.
Beqaj estimated that in this context the assessment and position of the institutions in Kosovo, that is, in Serbia, must be overcome, and not the attitude that is “controversial” and based on a dialogue that these institutions are familiar with so far.
Mogherini devalued Kosovo institutions
Speaking about the dialogue between Belgrade and Pristina, this Kosovo analyst estimated that the European community is one of the special reasons why it was not a successful dialogue so far, and that it was „the first problem“.
„I think that the Ms. Mogherini (the head of European diplomacy) has completely devalued Kosovo’s institutions. She decided who will lead the dialogue on behalf of the Kosovo institutions,“ Beqaj added.
He further claimed that the „second problem“ is the „solo“ work of Kosovo President Hashim Thaci, who „is opposed not only by the ruling authorities, but by the opposition in Kosovo, which poses the possibility that his concept of delimitation cannot be successful“.
Big turnaround
„Thirdly, I think we need to keep in mind that both Serbia and Kosovo are in Europe and Germany has not yet reacted,“ he added.
Beqaj also stated that Germany has so far „stood firm“ that the partition of Kosovo should not happen and that in this context, if Germany reacts in the same way, “a big turnaround in the way of possible compromise“ would happen.
Three obstacles
Beqaj stated that the Kosovo institutions will „probably resume the work they started“, however, it is „questionable“ how successful it will be:
„In any case, the mere fact that the Democratic Union of Kosovo and Vetevendosje are against this concept is not a good indication that any compromise will be put into action in the manner that those who sign this possible agreement think.“
The protest of the opposition Beqaj sees as one of the obstacles, a referendum that „probably will not pass“ as another. At the same time, he thinks that Germany should react, after which, according to him, “some things will have a normal flow”.
