European Union High Representative for Foreign Affairs and Security Policy, Kaja Kallas, has begun her tour of the Western Balkans, with planned visits to Serbia, Kosovo, and North Macedonia over the course of the week. This marks her second official trip to the region since taking office.
Kallas is starting her visit in Belgrade, where she will hold meetings with key Serbian officials, including President Aleksandar Vučić, Prime Minister Đuro Macut, Foreign Minister Marko Đurić, Minister for European Integration Nemanja Starović, and National Assembly President Ana Brnabić.
She is also scheduled to meet with opposition parliamentary groups, students currently participating in campus blockades, and representatives of civil society.
A press conference is scheduled for Thursday, with Kallas expected to address the media alone—an unusual move interpreted by some as a “signal from Brussels”.
Her next stop will be Pristina, where she is due to arrive on Thursday afternoon.
The European External Action Service and the EU Office in Kosovo have both confirmed the visit.
Upon arrival, Kallas will hold a press conference before meeting with representatives of political parties and civil society organizations.
Though the exact list of Kosovo officials she will meet has not been disclosed, Kallas is expected to visit the EU’s Rule of Law Mission in Kosovo (EULEX) and meet with KFOR Commander, Major General Enrico Barduani.
Notably, Kosovo President Vjosa Osmani will not be in Kosovo during the visit, having met with Kallas last week in Tirana on the sidelines of the European Political Community summit.
Kallas will conclude her regional tour in Skopje on May 23, where she is scheduled to meet with North Macedonia’s Prime Minister Hristijan Mickoski. The two will hold a joint press conference.
During her stay, Kallas will also inaugurate the first-ever EU–North Macedonia Security and Defense Dialogue and engage with youth, including students and young professionals.
The visit follows closely on the heels of last week’s trip to the region by European Council President António Costa, who visited both Belgrade and Pristina. During his meetings, Costa emphasized that Kosovo’s path to the EU lies in dialogue with Serbia.
He underlined the importance of the dialogue in both capitals. Costa also called for unequivocal condemnation of Russia’s aggression against Ukraine and renewed efforts toward reform across the region.
