
Kosovo’s relationship with the United States remains steadfast, with Washington serving as a critical strategic partner, according to a recent statement from the Kosovo Police (KP). The police emphasized that joint training initiatives have never been interrupted and, in fact, have been intensified throughout this year. Despite recent criticism from the U.S. Embassy, the KP expressed its commitment to addressing any „potential misunderstandings.“
The United States has been a vital supporter of police training in Kosovo, as highlighted by KP’s data. Over the past three years, more than 250 training sessions have been conducted both in Kosovo and abroad, involving over 2,300 police officers, including members of elite units.
„Since its establishment, the Kosovo Police has continuously conducted training at various levels, in cooperation with partners within and outside Kosovo. These trainings have never ceased and will continue,“ the KP stated.
They further highlighted the significant role of U.S. agencies in these efforts. Institutions such as OPDAT, ICITAP, DEA, ILEA, FBI, the George Marshall Center, ATA, and the U.S.
KFOR have been heavily involved in providing specialized training for Kosovo’s police forces, particularly the elite units. The KP reported an increase in such training sessions in 2024.
„The training provided by U.S. agencies continues to enhance the skills of our officers,“ said the KP, adding that this week, in response to a request from the U.S., Kosovo Police officials were nominated to attend training in the United States.
The KP underscored their strong and enduring cooperation with the U.S. Embassy, which has played a pivotal role in supporting the Kosovo Police, both in terms of expertise and logistics.
Response to Recent Reports: No Training Cancelations
This statement comes in response to recent claims by RTV Dukagjini that several police training sessions, organized in collaboration with the U.S. Embassy, had been canceled.
While not framed as a direct denial, the KP’s message counters these reports by reaffirming the continuation of U.S.-backed training.
Kosovo’s opposition parties have seized on this issue, interpreting the KP’s statement as a sign of deteriorating relations with the United States and describing it as a „diplomatic slap“ to Prime Minister Albin Kurti. Opposition leaders have voiced their support for the U.S. Embassy and have criticized the government for the alleged strain in relations.
U.S. Ambassador’s Remarks and Kosovo’s Euro-Atlantic Aspirations
Amid these tensions, U.S. Ambassador Jeffrey Hovenier made a pointed comment during a peace summit in Pristina, using a phrase from his grandfather:
„If you want to join the club, don’t pee on the clubhouse door.“
This remark was a direct reference to Kosovo’s aspirations to join Euro-Atlantic institutions, including NATO and the EU.
„What I found surprising in my various conversations with various actors here in Kosovo is this unstated assumption that there’s a path other than dialogue – a suggestion that if the Americans or Germans, or pick your favorite people, somehow just snap our fingers, wave of magic wand, have the right conversation, these problems would go away and Kosovo would immediately be a full member of NATO, the EU, and the rest. The world doesn’t work that way,“ Ambassador Hovenier noted.
Addressing Concerns Over Police Instrumentalization
At the end of August, the U.S. Embassy raised concerns following the Kosovo government’s actions in taking over certain facilities previously run by Serbian institutions.
The Embassy expressed worries about moves that negatively affect the Serb community and, for the first time, mentioned „the continued government instrumentalization of the Kosovo Police to carry out uncoordinated actions.“
The U.S. warned that „the actions of the government will affect the quality and nature of cooperation with the Ministry of Interior and its subordinate elements.“
While the KP did not address these concerns directly in their recent statement, they acknowledged the serious nature of the U.S. Embassy’s comments, particularly those related to security and KP institutions.
„The Kosovo Police takes U.S. Embassy statements regarding the security domain and KP institutions very seriously. We maintain regular communication with the embassy to clarify anything that may have led to such perceptions, and we are prepared to do everything necessary to eliminate potential misunderstandings, preserving our exceptional partnership with the United States,“ the KP affirmed.
