A day after the Kosovan FM, Donika Gervalla, confirmed that there is a German-French proposal to resolve the Kosovo issue, Pristina media report that Albin Kurti spoke today about the initiative of these two countries.
While visiting the municipality of Gnjilane, the Prime Minister of Kosovo, said that several ideas are being floated around regarding the Belgrade-Pristina dialogue, but that none of them are the final proposal.
„There is a French-German initiative that desires to give even more power to Mr. Lajcak, as well as continued US support. Various models are being discussed, but there is nothing final, let alone decisive so that we could say that this is a French-German proposal,“ Kurti said.
Kurti also revealed that he „made a proposal for the general framework of negotiations – in parallel with the German-French proposal,“ Pristina-based Koha writes.
The envoys of the French president and the German chancellor visited Pristina and Belgrade on September 9th. Soon after, allegations emerged about a new plan for solving the Kosovo issue.
A month after this visit, this Sunday, Kosovo’s Minister of Foreign Affairs, Donika Gervalla, confirmed that there is a German-French proposal.
„It is true that there is a proposal by President Macron’s and Chancellor Scholz’s advisors. What President Vucic said about a seat in the UN is not true because the proposal was made with a completely different purpose, there are no points 1, 2, 3, 4, 5…“ Gervalla said.
In the middle of September, the Albanian Post wrote about the alleged proposal of these two countries. The same portal published a document claiming that it is a plan for a new framework agreement, made upon the engagement of two advisers.
This plan envisages, among other things, that a second agreement on the normalization of relations will be signed in 2023, whereby Serbia would „practically accept the reality of Kosovo as an independent state“, and that at a later stage, hypothetically after 10 years, when the EU is ready to expand and include the Western Balkans, an agreement on mutual recognition would be reached – as a condition for the membership of Kosovo and Serbia in the EU.
The document on the alleged new dialogue framework also foresees Kosovo’s membership in international organizations through four stages, including the EU and the United Nations.
Immediately afterward, Kurti described the non-paper as a document without authorship and refused to comment further.
„It is neither useful nor right to comment on documents without an author,“ Kurti said. He emphasized that only documents made in Brussels are official and can be commented on.
Meanwhile, the EU denied the authenticity of the so-called non-paper published on September 18th by the Albanian Post.
“Usually, we do not comment on media publishing alleged EU documents, we neither comment on the authenticity nor substance, but in this case, what was published claiming to be the ‘new framework for the Dialogue’ is completely wrong, we have never seen such a paper before and it does not come from the EU team dealing with the Dialogue,” Peter Stano, spokesperson for Foreign Affairs and Security Policy for the European Union, told Prishtina Insight.
Commenting on the alleged document on the new dialogue framework, the President of Serbia confirmed that advisers from Germany and France „brought some paper“ during their visit. He did not confirm whether it was the same document, saying only that he rejected it.
He said that Serbia cannot accept that Kosovo will be part of the UN as a reality.
Vucic, however, confirmed two days ago that „there is a proposal on the table from two great powers – Germany and France.“
While emphasizing that he cannot publish the paper because it is not public, Vucic said that its essence is that Serbia would allow Kosovo to enter all international organizations and institutions, including the United Nations. In return, Serbia would receive rapid entry into the EU and significant economic benefits, Vucic explained, adding that even that was not precisely defined.
He reiterated that Serbia will not accept this, but he failed to specify whether and what steps he would take to prevent Kosovo’s entry into the UN.
