At today’s 38th session of the North Mitrovica municipal assembly, council members unanimously approved a new regulation on job classifications and the town’s organizational chart. The session covered five primary agenda points, with a sixth added at the outset: the order for the organization and classification of positions within the municipality.
Among the key decisions were the adoption of the minutes from the previous 37th session, a report from the Commander of the North Mitrovica police station, the implementation of the organizational chart, and a review of citizens’ requests.
The organizational chart, essentially a graphic representation of the municipality’s structure, aims to clarify the division of functions, responsibilities, and communication within the local government.
President of the Assembly, Nedžad Ugljanin, emphasized that the organogram would clarify which municipal directorates and leadership positions had clear responsibilities—a critical issue that has been repeatedly flagged at past meetings.
However, Ugljanin pointed out a crucial oversight by the Ministry of Local Self-Government.
The Ministry’s presentation of the organogram did not account for additional institutions such as the library, cultural center, and sports hall. These facilities, though not yet fully integrated into the municipal structure, will require leadership and staffing, creating further complexities.
“We are still uncertain about how these institutions will operate and where they will be located, but it’s clear that they will require additional directorates and positions, which we will address in due course,” Ugljanin explained. He also assured the public that updates would follow as negotiations with the Ministry progress.
While the decision on the organization and classification of jobs was passed, it was not without controversy.
Betim Osmani, a council member, expressed concern over the absence of Dušan Milunović, the only Serbian councilor, from the session.
Milunović, according to Osmani, had not been invited to the meeting. This led Osmani to abstain from voting on the decision.
Despite this, Ugljanin emphasized the importance of the adopted decision, highlighting that many municipal directorates currently lack leadership and staff, hindering effective governance, particularly in the Directorate for Communities.
Although the Assembly had been addressing citizens’ requests during the past few sessions, many of these requests remain unresolved due to the absence of the Directorate for Communities, Ugljanin noted.
Should further delays occur, he warned, the cases would be forwarded to the mayor. He also underlined that the issue would be passed onto the legal department of the Ministry of Local Self-Government for further action if a resolution is not found any time soon.
Toward the end of the session, Ugljanin strongly criticized the Serbian List party, accusing it of abandoning former municipal workers by forcing them to vacate their positions.
He also addressed the alleged messages sent by the party during their election campaign, including a controversial statement about „cleaning the stench“ and entering with „candles and incense.“
Ugljanin vowed to expose alleged abuses by the previous government, promising to reveal documents that could shine a light on what he claimed were mismanagement and corruption under the former administration.
