The North Mitrovica municipality has confirmed for KoSSev that the inspection department of the municipality of North Mitrovica has suspended works at about nine locations, due to the lack of documentation required for the start of construction works. This confirmation came eight days since the last time a construction site was shut down, and a total of six days since we sent them an email regarding this issue.

The local self-government’s municipal inspection team began shutting down construction sites on July 20th, placing tapes on three sites – the rectory, a residential building in the Brdjani settlement, and a school intended for socially vulnerable children near the Vojni remont site.

The reason behind the suspension of all three construction works, as the municipality claimed at the time, was the fact that the investors, that is, the owners of these buildings, did not possess the documentation required by Kosovo laws to start the works.

The Kosovska Mitrovica PA confirmed on the same day for KoSSev that the Serbian state is the investor behind these planned facilities.

Four days later, the municipal inspection team continued shutting down construction sites, according to the confirmation we managed to obtain from another source.

The municipal officials were unavailable for comment on that day, so the information we had was that the works were stopped on at least one other building on Vlade Cetkovica Street.

Over the past week, we tried to get more information from the municipality, including the mayor Erden Atic and the director of infrastructure Fatir Berzati, in several ways – through phone calls, messages, emails, and by visiting the premises of the municipality.

However, we received a response from this local self-government today only after we referred to the Law on Access to Public Documents in another email sent to the municipality at the end of last week.

In order to inform the public, we decided to publish their, albeit outdated, answers, given the current situation and the lack of accurate information.

They say that the Municipal Inspectorate regularly visited various construction sites in the area covered by this municipality and identified cases in which works were carried out without “fulfilling the criteria stipulated by Kosovo law.”

Works have been suspended at around 9 locations, due to the lack of relevant documentation required for the start of construction works.

When asked whether the owners or investors of the buildings under construction have so far taken any steps to legalize the works, the municipality replied:

„Everyone is directed to the path they should follow, and the municipal authorities are at their disposal to resolve everyone’s requests in the shortest possible time in accordance with the law.“

They added that it is in the interest of the investors as well as the citizens who paid for those apartments to take steps as soon as possible to complete the relevant documentation required by Kosovo laws.

They also reminded that at the end of last week, the paving of the street in Bosniak Mahala was completed – from the eastern bridge to the Technical Secondary School.

„A street that required works and in which no investment has ever been made since the war,“ added the municipality.

They announced that in the coming weeks and months, they will work on repairing other roads in the municipality.

„Of course, we will do the same in locations as per the requests of the citizens of the North,“ they concluded.
