As official details about CIA Director William Burns’ visit to Belgrade remain scarce, Serbian President Aleksandar Vučić is preparing to host French President Emmanuel Macron for an official visit on August 29 and 30. This will mark Macron’s second visit to Belgrade in the past five years, following Vučić’s own official visit to Paris in May.
The visit of CIA Chief Burns, however, has generated significant public interest and speculation across the Balkans. Burns, who was in Sarajevo yesterday, is rumored to have arrived in Belgrade later the same day. Serbian authorities have not yet commented on his presence.
Unofficial sources suggest that Burns is being hosted in Belgrade by the Security Information Agency (BIA), headed by Vladimir Orlić. There has been no confirmation from the Serbian side regarding the details of Burns’ meetings or his agenda.
In parallel, Serbian President Aleksandar Vučić has been confirmed to have met with Russian Ambassador Bocan Harčenko.
Reports indicate that Burns might continue his Balkan tour with a visit to Pristina today, though this remains unconfirmed. The absence of official statements from both American and regional sources adds to the intrigue surrounding his visit.
In Sarajevo, Burns engaged with Almira Džuvo, Director of the Intelligence and Security Agency of Bosnia and Herzegovina (BiH), and had brief discussions with members of the BiH Presidency and Foreign Minister Elmedin Konaković. Notably, Željka Cvijanović, a member of the BiH Presidency and an individual on the U.S. sanctions list for threats to the Dayton Peace Agreement and BiH’s integrity, was present at the meeting.
Bosnian Serb leader Milorad Dodik’s recent statement on social media emphasized the Republic of Srpska’s commitment to the Dayton Agreement while also asserting the right to advocate for its status, but also:
„Republika Srpska has never disputed the sovereignty and territorial integrity of Bosnia and Herzegovina in accordance with the Dayton Agreement, and secession has never been our policy.“
This statement is being interpreted as a possible shift from previous secessionist rhetoric.
He also said: „The fight against terrorism is the responsibility of the entire free world, and in this context, the visit of CIA Director Mr. William Burns to Bosnia and Herzegovina is significant. Republika Srpska is committed to this fight and welcomes any cooperation in this area.“

The BiH Foregn Minister Elmedin Konaković highlighted the importance of NATO and European integration, and emphasized the need for stabilization of relations between Serbia and Kosovo. He suggested that Burns’ visit reflects U.S. efforts to view the Western Balkans as a unified region and focus on its economic and future prospects rather than historical disputes.
