A man was fined €300 for a „verbal attack,“ as the Kosovo Police interpreted the case, involving catcalling two young women from a vehicle last night in North Mitrovica — from the Knez Lazar monument area to the Technical School intersection.
This was confirmed for KoSSev by the Deputy Commander of the North Region, Veton Elshani.
The incident was initially reported by Aleksandar Arsenijević, leader of the Serbian Democracy party.
“Last night, around midnight, a Mercedes vehicle followed and catcalled girls throughout the city — from the central roundabout to the intersection near the Technical School,” stated Arsenijević in a social media post.

He added that the girls reported the incident at the Technical School location as a case of sexual harassment, but expressed disappointment in the police response. He claimed officers told the girls they needed to go to the station in person to report it.
“Meanwhile, the sexual predator was allowed to leave freely,” Arsenijević wrote, sharing a short video of the incident.
Elshani: The girls have yet to file a formal report
Responding to the allegations, Deputy Commander Elshani confirmed the incident, explaining that plainclothes officers first observed the catcalling near the Knez Lazar monument.
“There were three men in the vehicle, and the one seated in the back was the one making remarks. As soon as we saw the argument between them and the girls, we intervened,” Elshani said.
He added that uniformed officers stopped the vehicle at the Technical School intersection. All three men gave statements at the station, but only the one who allegedly made the comments was fined for a verbal attack — amounting to €300.
However, Elshani emphasized that the girls have not yet formally reported the incident at the station.
“The police cannot take such statements on the street. There needs to be an official record and proper procedures — this is done at the station,” he said.
Heightened Concern Over Harassment in the North
The incident occurred amid increasing public attention to alleged sexual harassment of women in North Mitrovica, reportedly by individuals from the southern part of Kosovo — a concern also raised by international organizations and diplomatic missions in Pristina and the region.
In response, the Kosovo Police last week launched a new operational plan, introducing increased patrols equipped with body cameras.
Meanwhile, a group of local residents has announced plans to form a “Neighborhood Watch” in North Mitrovica, citing a rise in harassment reports.
